Ο Δρ. Ηλίας Γεράκος είναι μέλος ΕΔΙΠ στο τμήμα Δημόσιας Διοίκησης του Παντείου Πανεπιστημίου, με ειδίκευση στην Λογιστική (Λογιστική Δημόσιου Τομέα και κόστους Δημοσίων Οργανισμών Δημόσιου Τομέα).

Τα ερευνητικά του ενδιαφέροντα εστιάζουν στον εφαρμογή του νέου Λογιστικού πλαισίου και στο κόστος Δημοσίων Οργανισμών με βάση τα IPSAS και το ESA. Επίσης ασχολείται με την επιχειρηματικότητα. Έχει κάνει σχετικές δημοσιεύσεις και έχει παρουσιάσει τα ανωτέρω θέματα σε συνέδρια.

Έχει εργασθεί περισσότερα από 35 χρόνια σε θέσεις Οικονομικών Υπηρεσιών του Ιδιωτικού και του Δημόσιου Τομέα. Τα έτη 2012 – 2020 ήταν διευθυντής Οικονομικών Υπηρεσιών του Γεωπονικού Πανεπιστημίου Αθηνών (ΓΠΑ) και εκπροσώπησε το Πανεπιστήμιο στις συνόδους Πρυτάνεων σε θέματα της αρμοδιότητάς του. Επίσης εκπροσώπησε το ΓΠΑ, για τις κόκκινες γραμμές του προϋπολογισμού του, με συμμετοχή του ΥΠΑΙΠΘ και το Γενικό Λογιστήριο του κράτους και στην επιτροπή ένταξης Ακαδημαϊκών τμημάτων του ΤΕΙ Θεσσαλίας στο ΓΠΑ. Έχει μεγάλη εμπειρία στην ανάπτυξη ERP συστημάτων στον Ιδιωτικό και στον Δημόσιο Τομέα. Στην 12η σύνοδο των αντιπρυτάνεων στις 28/11/2019 εισηγήθηκε την εφαρμογή του Π.Δ. 54/2018 και στην 95 σύνοδο των Πρυτάνεων στις 30/11/2021 έγινε δεκτό για άμεση υλοποίηση στα ΑΕΙ. Έχει υλοποιήσει μεγάλα επιχειρησιακά προγράμματα στο ΓΠΑ (ΕΠΕΑΕΚ, ΕΥΡΩΠΑΪΚΑ, ΔΗΜΟΣΙΩΝ ΕΠΕΝΔΥΣΕΩΝ κ.λ.π.) και έχει υλοποιήσει περισσότερα από (50) πενήντα επενδυτικά προγράμματα στον Ιδιωτικό τομέα ως σύμβουλος και ως project manager.

Έχει διδάξει για σειρά ετών σε ΙΕΚ και ΚΕΚ. . Ήταν συντονιστής σε πολλά επαγγελματικά προγράμματα με σημαντικότερα: στέλεχος τμήματος ποιότητας, στέλεχος υποστήριξης Marketing, στέλεχος υποστήριξης εφοδιαστικής αλυσίδας, στέλεχος διαχείρισης αποθήκης κ.λ.π.. Στο ΠΑΝΤΕΙΟ Πανεπιστήμιο τα έτη 2004, 2005 και 2006 πληροφοριακά συστήματα λογιστικής. Επίσης δίδαξε στην ΕΚΔΔΑ Διοίκηση κόστους Δημοσίων Οργανισμών και έγραψε τις σχετικές σημειώσεις. Συνέγραψε και συμμετείχε στην υλοποίηση του προγράμματος επιχειρηματικότητας για το ΠΑΝΤΕΙΟ Πανεπιστήμιο που υλοποιήθηκε τα έτη 2005-2007. Έχει διατελέσει μέλος της Συγκλήτου, Πρυτανικού συμβουλίου, Ειδικού Ταμείου του ΓΠΑ και υπήρξε για (7) επτά έτη εισηγητής του Ειδικού Ταμείου του ΓΠΑ. Είναι μέλος του Οικονομικού Επιμελητηρίου Αθηνών και του μητρώου εκπαιδευτών του Ε.Ο.Π.Π.Ε.Π.. Τέλος είναι λογιστής Α τάξεως.

Dr Ilias Gerakos is a member of the Laboratory Teaching Staff at the Department of Public Administration of Panteion University, specialized in Logistics (Public Sector accounting and Public Sector Public Organizations Cost). His research interests focus on the implementation of the new accounting framework and the Public Organizations Cost based on IPSAS and ESA. Furthermore, he is also involved in entrepreneurship.

He has made relevant publications and has presented the above mentioned topics at conferences.
He has worked for more than 35 years in positions of Financial Services of the Private and Public Sector. In the years 2012-2020 he was the director of Financial Services of the Agricultural University of Athens (A.U.A.) and represented the University in the Hellenic Universities Rectors’ Synods, in matters of his competence. He also represented the A.U.A., on the red lines of its budget, with the participation of the Greek Ministry of Education and Religious Affairs and the State General Accounting Office in the committee for the integration of Academic departments of the TEI of Thessaly into A.U.A. He has extensive experience in the development of ERP systems in the Private and Public Sector. At the 12th Hellenic Universities Vice-Rectors’ Synod on 28/11/2019, he proposed the implementation of the Presidential Decree No. 54/2018 and at the 95th Hellenic Universities Rectors’ Synod on 30/11/2020 it was accepted for immediate implementation in the universities. He has implemented major business programs at A.U.A. (EPEAEK, EUROPEAN, PUBLIC INVESTMENTS, etc.) as well as more than fifty (50) investment programs in the Private sector as a consultant and project manager.

He was a coordinator in many professional outlines with the most important quality department executive, Marketing support executive, supply chain support executive, warehouse management executive, etc. He has taught accounting information systems for a number of years in vocational training institutes, as well as at the Panteion University in the years 2004, 2005 and 2006. Additionally, he has taught Cost Administration in the Public Sector at the National Centre of Public Administration and Local Government (EKDDA).

He authored and participated in the implementation of the entrepreneurship program for Panteion University in the years 2005-2007. He has been a member of the A.U.A. Senate, Rector’s Council, as well as Special Research Fund Account and was for seven (7) years a rapporteur of the Special Fund A.U.A. He is a member of the Athens Chamber of Commerce and of the Trainers of EOPPEP. Last but not least, he is an A class accountant.
